The National Primary Health Care Development Agency (NPHCDA) is a parastatal of the Federal Ministry of Health charged with the responsibility of meeting the Primary Health Care objectives of Nigeria.
In line with its mandate, NPHCDA aims to eradicate polio from Nigeria and improve routine immunization coverage. Throughout 2009 and 2010, under the leadership of His Eminence the Sultan of Sokoto, the Northern Traditional Leaders have been stalwart partners in this effort. Monitoring of polio campaigns demonstrates that the work of northern Traditional Leaders is resulting in immunization of more children. Flowing from this success, NPHCDA has developed a systematic Programme of activities to involve northern Traditional Leaders, and begin work with southern Traditional Leaders and religious leaders in immunization. A Traditional and Religious Leaders Coordination Team is managing this and an Implementation Team of three consultants is now required to ensure activities are implemented.
NPHCDA is seeking three consultants to form and implement Team to coordinate immunization activities of Traditional and Religious leaders from January 2011 to December 2012.
POSITION: Senior Consultant:
RESPONSIBILITIES:
- Serving as focal point for all issues concerning Traditional and Religious leaders Programming on immunization, including as local point for the NTLC-PHCD;
- Coordination and implementation of all aspects of the Traditional Leaders Programme activities;
- Management of the Secretariat of the Northern Traditional Leaders Committee for Primary Health Care Delivery (NTLC-PHCD);
- Monthly monitoring, analysis, reporting and documentation of Program me activities to the Coordination Team and the National Social Mobilization Working Group;
- Monthly Reporting and feedback to Traditional and Religious Leaders institutions
- Coordination of information and activities with all relevant NPHCDA departments, partners and Traditional and Religious institutions;
- Provision of regular information and timely responses to requests from Traditional and Religious Institutions, within NPHCDA and from partners;
- Anticipation, identification and resolution to any challenges or gaps;
- Identification and management of external research consultants;
- Effective management of the implementation Team.
- Advanced university degree in public health and/or communications;
- At least 8-10 years of experience in primary health or communication program coordination in a Northern State or at National level;
- At least five years of management including budget and small team management;
- Substantial experience with and proficient understanding of Nigeria's Traditional and Religious institutions;
- Oral and written proficiency in English and Hausa essential; additional Nigerian languages an asset;
- Able to deliver on deadline in a fast-moving environment;
- Excellent diplomatic, communication and interpersonal skills;
- Proficiency in IT including the Microsoft Office suite (excel, word PowerPoint) and Internet usage and email.
RESPONSIBILITIES:
- Supporting the Senior Consultant with implementation of all aspects of the Traditional and Religious Leaders Programme activities and tracking implementation;
- Supporting the management of the Secretariat of the Northern Traditional Leaders Committee for Primary Health Care Delivery (NTLC-PHCD);
- Contributing to monthly monitoring, analysis, reporting and documentation of Programme activities to the Coordination Team and the National Social Mobilization Working Group,
- Data management, analysis and reporting in monthly presentations;
- Contributing to Monthly Reporting and feedback to Traditional and Religious Leaders institutions;
- Provision of regular information and timely responses to requests from Traditional and Religious Institutions, within NPHCDA and from partners;
- Assistance with the implementation of operations research;
- Other duties linked to the program me as required.
- A university degree in public health and/or communications Advanced degree an asset;
- At least 5 years of experience in Primary Health Communication program coordination in a Northern State or at National level;
- Substantial experience with and proficient understanding of Nigeria’s Traditional and Religious institutions
- Oral and written proficiency in English and Hausa essential; additional Nigerian languages an asset;
- Able to deliver on deadline in a fast-moving environment;
- Excellent-diplomatic, communication and interpersonal skills;
- Proficiency in IT particularly in data management, analysis, and creation of presentations using Access, excel and PowerPoint, as well as proficiency in Word, internet usage and email.
RESPONSIBILITIES:
- Administrative support to the implementation Team to implement the Traditional and Religious Leaders Pro gramme of activities;
- Secretarial duties including management of correspondence, office management, copying and other documentation management;
- Meeting management including booking of venues, meals, hotels, travel other meeting arrangements;
- Maintenance of databases including a contacts lists and document archive;
- Other administrative duties as required.
- Secretarial training an asset;
- At least three years of experience as a secretary in a demanding office environment, ideally in public health and/or communications sector;
- Secretarial skills including proficiency in IT, typing 40 wpm, use of office machines including photocopiers, scanners, fax; and meeting organization skills including in preparation of minutes;
- Proficiency in preparation of and response to high-level correspondence Proficient IT skills including use of Word, PowerPoint, proficiency in internet browsing and use of email
Organized, proactive, anticipates needs;
- Proficiency in English and Hausa essential; additional Nigeria languages an assets;
- Excellent communication and interpersonal skills;
- Able to deliver on deadline in a fast-moving environment.
The period of service will be from January 2011 to December 2012, subject to
satisfactory performance. Due to the nature of funding for this project , the consultancy is non renewable.
