Gombe State Agency for Community and Social Development
The Government of the Federal republic of Nigeria has received a Credit/Loan from World Bank/International Development Association (IDA) towards the Community and Social development Project (CSDP).The objective of the CSDP is to increase access of people (in rural communities) in the state to improved social and natural resources infrastructure services in a sustainable manner through the provision of grant support to communities. The project will be implemented over a five year period. It is intended that part of the proceeds of this Credit/Loan will be applied to eligible payments for services of the positions in Gombe State:


RESPONSIBILITIES:

The M&E Manager shall be charged with the responsibility of:

1. Ensuring the maintenance of records of all types of data and information on SA activities.
 
2. Overseeing the monitoring and  evaluation department of SA and coordinating the activities of the MIS and M&E units,
 
3. Providing guidelines and guidance for the operations of the MIS and M & E units for them to meet the expectations of the SA;
 
4. Liaising with the Operations and finance and Administration departments to collect and collate data for tracking of key activities of the SA;
 
5. Providing cumulative records, analysis and statistics of activities over time to guide operations and provide information base for planning and future evaluation.
 
6. Ensure compliance to environmental mainstreaming and other safe guard requirements.

REQUIREMENTS:

1. A university degree or HND in Agriculture, Statistics, Social Sciences Engineering, Extension Services or Project Management, with at least ten years post qualification experience.
 
2. Previous experience in project monitoring and evaluation shall be an added advantage. Computer literacy is compulsory.


RESPONSIBILITIES:

1. Facilitates the carrying out of advocacy for the CSDP at state level through information, Education and communications Campaigns.
 
2. Ensure linkage with relevant ministries/agencies on integrating collective action and mobilization of resources for sectoral development plans.
 
3. Undertake skill-gab analysis of project staff, line ministries, LGRC and CPMC members and identify requisite training needs to address.
 
4. Be responsible for preparing periodic reports for progress on advocacy, mobilization and awareness measured against targets of annual workplan and legal funding requirements (e.g. IDA/ donor requirements)

REQUIREMENTS:

At least a first degree or HND in Social Sciences, Natural Sciences, Rural development, Agric Extension with 5 years’ post-Qualification Experience, part of which must relate to training and social analysis, especially rural appraisals. Computer literacy is compulsory and experience in  community level participation and mobilization is an added advantage

POST TITLE: Operations Officer (1 No.)

RESPONSIBILITIES:

1. Sensitize and mobilize communities on CSDP project objectives and activities as well as issues related to HIV/AIDS.
 
2. Facilitate communities to undertake needs assessment and prioritization that are socially inclusive and environmentally sustainable;
 
3. Formulation of community Development Plan (CDP)
 
4. Build capacity of the CPMCs and LGRC Desk Officers, as appropriate through providing training in requisite areas e.g. Participatory Rural Appraisals (PRAs), record and book-keeping, project mainstreaming gender, environment and natural resources issues etc, as identified by the Project officer-IEC and Training
5. Supervise the implementation of the CDPs to ensure quality assurance

REQUIREMENTS:

1. A first degree or HND in Engineering, Social Sciences, Biological and Natural Sciences, with at least 1 year post qualification experience in any area.
 
2. Computer literacy and willingness to learn and work extra hours and on week-ends is a must Applicants are not expected to be more than 35 years as at the time of recruitment and not above Grade level 9 if recruited from the civil service.
