THE ORGANIZATION:
The European Union is one of the development partner of the Federal Republic of Nigeria, Within the framework of the 2008-2013 Country Strategy Paper National Indicative Programme, the EU is assisting Nigeria mainly in the following areas; peace and security, governance and human rights and trade and regional integration. JOB PROFILE:
OVERALL PURPOSE:
Reporting to the Head of Section responsible for political governance, the project officer is expected to provide technical expertise to the EU Delegation in all phase of the project management cycle and in particular to ensure proper appraisal, monitoring of project implementation and sector review, most specifically in the following areas of political governance justice, organized crime and human rights.
GENERAL DUTIES:
General duties functions include:
1. Contribution to programming and mid-term review of the Country Strategy Paper,
2. Identification and formulation of projects,
3. Internal monitoring of project implementation in coordination with the Nigerian authorities,
4. Contribution to sector reviews,
5. Contribution of reporting requirements,
6. Contribution to donor contribution to donor coordination mechanisms.
SPECIFIC ROLES:
Specific duties and functions are:
2. Secondary responsibility will be to act as back-up for other project officers within the political Governance Section.
In the performance of the above-mentioned duties, the job holder will work closely with the other members of the EU Delegation and, in particular, with the political, Operation and Finance and Contract sections. He/she may be required, according to the evolution of the portfolio of projects, to perform the functions and tasks described above for other sector. He/she must be able to work with a high degree of autonomy and interact with the Nigerian authorities and other development partners in the justice sector.
EDUCATION:
- University degree in Law, Political Science or International Relations (Masters of equivalent) is required.
EXPERIENCE:
1. A minimum of 3 year’s professional experience as a project officer in the area of development corporation, preferably with international organizations is required,
2. Knowledge of the Nigerian justice system, specific experience in the justice sector and experience in working with EU-funded projects are assets.
LINGUISTIC & COMMUNICATION SKILLS:
Must be fluent in English and have excellent communication and drafting skills.
