POST TITLE: Offshore Construction Site Representative

JOB DESCRIPTION:
1. Carry out all construction and fabrication supervision / monitoring activities required for the successful delivery of the Contracts assigned.
2. Comply with Company procedures and reporting requirements.
3. Implement Company HSE policies and Contract HSE requirement.
4. Participate in Job Hazard Analyses and Attend safety toolbox meetings on a regular basis with contractors’ work teams.
5. Assist in construct-ability reviews and the planning and scheduling of construction jobs.
6. Close Liaison with contractors and their sub-contractors, ensuring all permits to work are in place.
7. Monitor the overall progress of the contractors against schedule, providing reporting on same to line management, highlighting the potential for slippage and propose remedial actions and signing contractor daily reports.
8. Ensure Projects are completed and handed over on schedule.
9. Review Contractor’s quality plan with Company appointed 3rd party inspector, ensure compliance with the agreed quality plan
10. Prepare project close out and “lessons learnt” reports.
11. Implement Company HSE Plans, conduct audits and inspections to ensure compliance
12. Review construction contractors’ work procedures; assess contractors’ personnel and equipment for suitability for the work.
13. Liaise with others and supervise materials identification and co-ordination of supply to work sites, ensure adequate inspection and testing is carried out, ensure as-built drawings are produced by contractors where they are contractually obliged to prepare same
14. Ensure Contractors have viable schedules for their work, recognizing interfaces with other ongoing COMPANY activities.
15. Ensure that contractors maintain adequate records for all inspection and testing carried out.
16. Participate, with contractors’ staff and COMPANY Operations staff, in all pre- commissioning activities.
17. Control COMPANY supplied material issues to contractors, ensuring that any surplus is accounted for.
18. Maintain adequate records relating to events surrounding the work, which may give rise to contractors claiming for a cost increase against contract.

REQUIREMENTS:
The Offshore Construction Site Representative must possess the following requirements:
1. Construction Site Representative will have extensive experience in offshore facilities construction work and offshore installation of platforms and pipeline laying as well as working on facilities expansions where simultaneous production and construction operations is required.
2. A good understanding of the relevant codes and standards for welding work and testing requirements for same is a prerequisite.
3. A reasonable understanding of E I construction and testing works.
4. Fluent spoken and written English.
5. Strong interpersonal skills are essential, for dealing with a broad spectrum of cultural and organisational styles, as well as being able to fit in as a team player.
6. Fit and fully mobile, so as to maintain the supervision at the various locations where activities related to the work will be carried out.
7. A self starter, able to plan and work his own way forwards at locations remote from COMPANY project engineering and engineering management staff.
8. Proven experience of supervising and coordinating the activities of a team of a multi-discipline construction supervision team.
9. Good communication and team building skills at all levels – able to lead and gain the respect of contractor and 3rd parties.
10. Must be resourceful with the ability to improvise / prioritise when confronted with obstacles without loosing focus and attention to detail.
11. Must be able to exercise relevant construction / installation judgement ensuring success of the assigned projects.
12. Proven track record in managing multicultural situations.

The Pipeline Engineer will responsible for the followings:
1. The responsibilities of Senior Pipeline Engineer position include but are not limited to the following:
2. To act as a focal point/technical authority for pipeline engineering questions throughout the engineering design, construction and installation phases of Company’s pipeline projects, most of which are offshore.
3. To provide pipeline engineering input to other disciplines to assure that design outputs are consistent.

REQUIREMENTS:
The Pipeline Engineer must possess the followings:
1. Minimum twenty (20) years relevant experience with an oil industry design and fabrication contractor.
2. Must have worked as a pipeline engineer/senior pipeline engineer for an Operator, and have been involved in both onshore and offshore projects.
3. Must be used to working in a multi-discipline environment
4. Must have worked in an expatriate situation for at least five (5) years.
5. Good understanding of project management controls and procedures.
6. Ability to work under pressure against tight deadlines whilst maintaining a high standard of consistency and accuracy.
7. Solid working knowledge of oil and gas industry pipeline engineering codes and standards with emphasis on API standards
8. Have thorough knowledge of the pipelining aspects of the design of onshore and offshore oil production facilities
9. Have the ability to utilise common software for analysis of pipeline design, installation and operating issues.
10. To provide input to Front End/Conceptual Engineering studies with respect to pipeline design, installation and operating issues.
11. Provide input to Integrity Management and Planned Maintenance planning
12. To be the custodian of the company database for pipeline data as it pertains to company assets
13. Sound understanding of HSES management systems and the application thereof, particularly with respect to design integrity and safety.
14. Ability to manage interfaces both internally and externally with contractors
15. Apt reporting skills with the ability to write well structured and easily understood reports
16. Able to prepare and deliver effectively presentations for information dissemination both internally to management and externally to 3rd parties
17. Fluent spoken and written English.
