OBJECTIVES:
- The media Relation Unit of the ADB, within the External Relations and Communication Unit (ERCU), is the Bank’s key instruments for managing press relations,
- It is not only responsible for managing the Bank’s media contact base and disseminating Bank information, bat alson for providing support to Departments in activities intended for the media ( press conferences, press trips, interviews, feature articles, etc.).
The Media Relations Unit of the ADB also safeguards the Bank’s good image/reputation in the media and general public by insuring that the information published is true,
The Media Relations Unit is responsible for monitoring the media through press reviews, and is a tool for internal dissemination information produced by the media.
JOB DUTIES & RESPONSIBILITIES:
- Under the general supervision of the Head of the External Relations and Communication Unit, the Senior Communications Officer will be responsible to conduct media relations activities to support the Bank’s strategic objectives, as well as to accrue value to the Bank’s brand through local, regional and international news exposure,
- The chosen candidate will also undertake the following duties:
MEDIA MANAGEMENT & RELATIONS:
- Contribute to the implementation of media relations plans with strategic objectives for corporate and specific areas / audiences / sectors,
- Respond to journalists' enquiries; as well as develop and place news stories in key target media,
- Develop close, mutually productive working relationships with key reporters in national, regional and international media; as well as maintain effective working relationships with key internal contacts,
- Provide strategic media relations advice to the Bank’s experts regarding interviews and potential interview opportunities,
- Prepare press conferences, news briefings, media interviews and visits,
- Manage the media in a potential crisis situation and contribute to the preparation of crisis communication plan.
MEDIA MONITORING:
- Analyze local, regional and national print, broadcast and online media coverage for trends that would influence the Bank’s media relations tactics, opportunities, etc; and assess day-to-day media environment to seize opportunities that are available for increased exposure,
- Identify negative or threatening media issues or inquiries, which require strategic and timely responses.
SELECTION CRITERIA:

- At least a Master’s Degree or equivalent in journalism, communication or related disciplines;
- At least five (5) years of practical experience in management of the media and events;
- Excellent communication skills and ability to interact effectively with staff members at all levels;
- Excellent skills in French and English, with a good working knowledge of the other language.
- Competence in the use of standard software used in the Bank (Outlook, Word, Excel, PowerPoint).

OBJECTIVES:
The main activities of the External Relations and Communication Unit (ERCU) are to plan, prepare and implement public relations and corporate communication programmes aimed at making the Bank better known to its various public so as to promote, establish and maintain its credibility and good reputation. The Unit enables the Bank to have a better understanding of how the Institution is perceived internally and externally.
JOB DUTIES & RESPONSIBILITIES:
Under the general supervision of the Head of the External Relations and Communication Unit, the staff will be responsible for programming, monitoring and evaluation of the Unit work, as well as for providing support to the implementation of the management plan according to Bank’s rules and procedures. The staff will equally undertake the following duties:
- Write articles, press releases, projects briefs and various documents for the website. In this regard the incumbent would ensure that the information posted and published is timely, accurate and also conforms to the Bank’s information disclosure policy and web editorial policy,
- Ensure the editing of information from organizational units to be posted onto the Internet web platform.
- Liaise with relevant organizational units on requirements for content publication onto the web platform, as well as participate in meetings with web focal points in organizational units to ensure compliance with Bank’s information disclosure policy and web editorial policy,
- Contribute to web content creation and information organization in various formats (features, slideshows, videos, blogs, and podcasts),
- Ensure that English versions of texts are a faithful representation of French original texts and vice-versa.
- Under the supervision of the Head of the Unit, he/she will be responsible of the day-to-day content writing on the Internet platform,
- He/ she must show autonomy, confidence in his/her judgment.
SELECTION CRITERIA:

- A minimum of a Master’s degree in Journalism, Communications, Human Sciences, or equivalent.
- At least 6 years as a journalist or communications expert, including at least 3 years of relevant experience in web content writing. Experience in an international environment is welcomed.
- Very good knowledge and experience of internet protocols and techniques/ Ability to conduct web training sessions/ Ability to gather and prepare on regular basis, relevant information on the activities of the Bank for dissemination on the Website.
- Ability to communicate and write effectively in English, with a good working knowledge of French.
- Good understanding of the functions, organization and procedures of the Bank. Ability to demonstrate considerable initiative is necessary to be able to make recommendations for the management unit. Ability to solve problems, do relevant research and analysis.
- Very good command of the two working languages of the Bank and very good report writing skills.

OBJECTIVES:
THE DEPARTMENT:
The Integrity and Anti-Corruption Department (IACD) reports to the President and, as appropriate, to the Board of Directors. It has the overriding mandate to undertake unhindered investigations into allegations of corruption, fraud and misconduct or suspicions thereof. The primary target of its investigations will be activities, programs and projects financed by the Bank Group. In undertaking its investigations, IACD shall maintain the highest standards of professional proficiency and integrity. IACD will also develop preventive measures to proactively reduce the potential for misconduct, fraud or corruption within Bank Group operations.
In undertaking its investigations, the Department maintains the highest standards of professional proficiency and integrity, and is guided by ethos of confidentiality, fairness and equity. IACD is empowered to: manage and operate procedures and mechanisms for ensuring confidentiality of the complaints hotline facility; protection of whistleblowers and anonymous reporting of corruption and fraud within the Bank and in activities financed by the Bank in Regional Members Countries (RMCs); to report regularly to the Office of the President (PRST) on the status of investigations or inquiries on allegations received; to verify the implementation of recommendations arising from investigations, including the debarment and imposition of sanctions against individuals, firms and companies found to have engaged in corrupt practices.
OBJECTIVES OF THE POSITION:
The Records Assistant is responsible for the management, security and chain-of-custody of evidentiary preservation of evidentiary and non-evidentiary documents received by the integrity and Anti-corruption Department. The ideal candidate will ensure compliance with policies and procedures relating to records and documents storage. This individual will determine the relevance of documents and their correct processing methodology. The Records Assistant must be able to prioritize, handle and execute multiple assignments including designing and maintaining a reliable document tracking system.
JOB DUTIES & RESPONSIBILITIES:
Reporting to the Director, IACD, and in close cooperation with the Forensic Officer, the incumbent’s duties will include:
- Receive, collect, document, store, track, ship, transport, dispose, and account for evidence from various forms of media and equipment using defined evidence handling policy, practices, and procedures;
- Identify evidence/records handling requirements , research, analyze, and recommend solutions for management approval;
- Develop a filing, archiving and document tracking system to ensure that the work flow process and procedures are adhered to;
- Ensure the highest level of quality in department evidence control, records completeness, work product management and accountability through periodic audits and quality assurance procedures;
- Revise, update and maintain Standard Operating Procedures with respect to records management, evidence handling policy, practices and procedures;
- Scan and manage paper and electronic documents; uploading files to appropriate data repository;
- Field and respond to status inquiries exercising good judgment in safeguarding of confidential or sensitive information.

The Media Relations section of ERCU is the Unit’s main instrument for managing relations with the media.
It is responsible for media monitoring as well as management of the Bank’s media contact database and the dissemination of Bank information through press releases to the media and through the Bank’s public information centre. It also supports organizational units in their media activities. Furthermore, it is the section of ERCU that is responsible for either originating or fielding and placement of opeds in national, regional or international media publications.
The holder of the post will also have for objectives:
- Increase the Bank’s visibility and credibility;
- Transform the website into an effective information showcase.

- Develop close, mutually productive working relationships with key reporters in national, regional and international media; as well as maintain effective working relationships with key internal contact;
- Provide strategic media relations advice and preparation to the Bank’s experts and management regarding interviews and potential interview opportunities;
- Oversee preparation of press conferences, news briefing, media interviews and visits;
- Manage the media in potential crisis situation and prepare a crisis communication plan.

- Preferably a minimum of 6 years experience in a similar position, including at least 3 years in an international media organization;
- Ability to build a network and structure a mass information, grasp the essence and convey the key messages; capacity to work under pressure, including frequent travel; a meticulous team worker; very good interpersonal skills, self-confident;
- Effective written and oral communication in English and French;
- Conversant with Bank standard software applications: Excel, Word, Outlook, PowerPoint.
