OTSD Current Jobs in Nigeria: Recruitment for 6 Job Positions

THE ORGANIZATION:

OTSD is an office recently developed in partnership with one of the leading development partners in the country with the aim of re-shaping how government functions, re-engineering its processes and systems in order to ensure implementation of government’s developmental programmes in a more effective and efficient manner.

OTSD focuses on quick-win actions that ensure the delivery of the agenda of the administration, and longer term visioning and strategic thinking of various development alternatives that guarantee sustainable and accelerated improvement in the lives of the people. The Office has four key areas of focus: innovation, change management, service delivery, and tracking implementation of government’s agenda across the MDAs. 

OTSD is based in the South-western region of the country.

OTSD seeks to employ the right candidates to fill in the following vacant positions for a 2-years renewable contract:

POST TITLE:   Performance Manager (Service Delivery)


PERSON SPECIFICATION:
  • Candidates should have Masters degree in an social sciences discipline,
  • Over 7 years experience working as an Organizational Development manager with bias to Public Sector,
  • Be able to evaluate, adapt and apply new approaches and technologies to improve service delivery.
JOB ROLES & RESPONSIBILITIES:
  • Develop policies and (guidelines on service delivery targets across all MDAs and Bureaux,
  • Develop and implement policies and activities to facilitate the introduction of service charters across the public sector,
  • Commission training programmes across MDAs to enable the facilitation of service delivery targets and service charter,
  • Build public awareness of service delivery targets and public consultation in setting targets and measuring performance,
  • Identify and introduce short term/quick wins to enhance service delivery,
  • Provide guidance on process steps to strengthen management of service level agreements within MDAs,
  • Track the contracting processes to identify processes and systems failure in order to improve the State’s contracting processes.

POST TITLE:   Monitoring and  Evaluation Officer

PERSON SPECIFICATIONS:
  • Masters level education in social sciences or economics and professional certification in monitoring and evaluation systems,
  • Over 7 years experience as an M&E middle management officer.
JOB ROLES & RESPONSIBILITIES:
  • Development of M&E strategies and systems,
  • Deploy M&E methods and approaches (including but not limited to the use of quantitative, qualitative and participatory),
  • Develop systematic and realistic monitoring and evaluation plans that capture quantitative and qualitative data to report on all indicators in the Government’s Agenda,
  • Commission baseline surveys for impact assessment of Government policies and Agenda,
  • Within 6 months of employment, work with the Coordinator (Delivery) to develop operational reporting templates to be used in the quarterly evaluation of MDAs and their implementation of the State’s Agenda,
  • Document and report on monitoring and evaluation results, lessons learned and best practices by the MDAs for dissemination throughout government and to all stakeholders,
  • Provide regular reports on progress with the CSTS process,
  • Recommend actions that might be adopted to accelerate the  implement CSTS.

POST TITLE:   Coordinator (Public Policy & Strategy)

PERSON SPECIFICATION:
  • Masters in relevant field (PhD an advantage),
  • Minimum 10 years relevant working experience as a policy analyst and strategist at a senior level,
  • Familiar with various policy and strategy development techniques,
  • Analytical and creative thinker.
JOB ROLES & RESPONSIBILITIES:
  • Support the Head of Office’s mandate to ensure the delivery of the Government’s Agenda by the MDAs
  • Create strategic plans and communicate them through the Head of the Office to a wide variety of constituency groups,
  • Work within and across political and administrative classes to generate commitment to new ideas from the OTSD and how they might be applied in the State,
  • Work collaboratively with leading thinkers within the state, Nigeria and more widely particularly on development and transformation Stimulate new ideas in the state and promote creativity and innovation
  • Conduct/commission research into trend, initiatives and strategy that will enhance the development of the state and its citizens Produce research and other reports for wide dissemination,
  • Work closely with the Civil Service Transformation Strategy Steering Committee to ensure progress and challenges are monitored and reported Set the direction for, and manage a team Research methodologies to design policies that can be implemented,
  • Create and deploy ‘think tanks’ for strategic topics, sectors and themes as needed Design and deploy instruments to measure impact of the Government’s developmental agenda,
  • Apply knowledge of trends in development in public service thinking to the transformation of the State,
  • Lead and manage a team of other technical staff.

POST TITLE:   Senior Research Officer

PERSON SPECIFICATION:
  • Masters degree/PhD in any of Sociology / Economics / Operational Research / Statistics,
  • Over 10 years professional experience as a Social Researcher,
  • Conversant with current social research methods,
  • Proficient in social research soft wares,
  • Strong abilities to carry out desk-based researches,
  • Strong abilities to carry out on-line researches.
JOB ROLES & RESPONSIBILITIES:
  • Provide quality and timely research inputs for analysis require to review and evaluate existing and new government polices,
  • Draft research specifications for researches of interest to OTSD,
  • Ensuring quality control of researches,
  • Explaining complex ideas and findings in a way that can be easily understood,
  • Commissioning and project -managing research projects,
  • Develop and build dose partnership with external research contractors, other government agencies and donor agency specifically for research purposes,
  • Comment on draft research instruments,
  • Develop terms of reference for researches to be implemented by OTSD,
  • Provide direction and leadership to other research staff,
  • Any other research related assignment that may be assigned by the Head of Office.

POST TITLE:   Coordinator (Delivery)

PERSON SPECIFICATIONS:
  • Masters degree in Public Administration or any related field (PhD an advantage) and Professional Certification in Project Management,
  • minimum10 years experience with Service Improvement scheme  business processes for optimum performance in well-known reputable public or private organization,
  • Understanding change management processes,
  • Proficiency with project management approaches, tools and phases of the project lifecycle,
  • Proficiency with current Project Management software.
JOB ROLES & RESPONSIBILITIES:
  • Support the Head of  OTSD in realizing  the strategic plan for the transformation of the State,
  • Take primary responsibility for the design of programmes and projects in support of implementing public service transformation particularly Service Charter Agreement Set performance benchmarks for the priorities in the State’s transformation agenda for MDAs across the State. For instance;

  • Define key performance targets and measures that MDAs and others can apply
  • Design mechanisms to involve citizens in service design and performance evaluation Provide direction for the tracking of the administration’s Agenda across the MDAs,
  • Oversee the monitoring of the Civil Service Transformation,
  • Strategy (CSTS),
  • Oversee initiatives and set the direction for service delivery, tracking the implementation of the State’s agenda and CSTS monitoring,
  • Support the Head of OTSD to ensure a successful coordination of the implementation of the administration’s Agenda by the MDAs,
  • Produce within 6 months of employment an operational reporting template to be used in the quarterly evaluation of MDAs and their implementation of the administration’s agenda,
  • Responsible for the tracking of the implementation of the administration’s Agenda and identify remedial actions required to accelerate and re-direct implementation where necessary,
  • Provide secretariat services for the coordination of the state’s Agenda,
  • Support quarterly evaluation of the State’s Agenda and prepare progress reports,
  • Work with relevant team members to assess the performance of MDAs against the State’s Agenda,
  • Lead and manage a team of other technical staff.

POST TITLE:   Change Management Specialist

PERSON SPECIFICATION:
  • Masters degree in a relevant discipline (PhD an advantage) Minimum 10 years relevant work experience,
  • Knowledge and track record in implementing large scale organizational change Knowledge of change management principles and methodologies.
JOB ROLES & RESPONSIBILITIES:
  • Apply change management principles and practice to the State’s transformation agenda,
  • Design change strategies and programmes that others can understand and implement,
  • Commission consultancy and related services in support of implementation plans for,
  • Leading and managing change,
  • Information, Education and Communication,
  • Create and deploy mechanisms for MDAs to manage transition and adopt new ways of  working,
  • Working  with technical specialist and the media to get the message across,
  • Monitor the Civil Service Transformation strategy implementation across the state,
  • Produce comprehensive quarterly reports on all activities.
