John-Snow Inc.(JSI) Jobs: Vacancies for Director Monitoring and Evaluation (M and E), Logistics Advisor, Public Health
THE COMPANY:
John-Snow Inc. (JSI) is a US-based, international public health firm with projects in thirty countries. JSI provides supply chain management and capacity building services to public sector and no-governmental organizations. In Nigeria, JSI manages four projects that support access to reproductive health commodities as well as to medicines and supplies for combating HIV/AIDS, tuberculosis, malaria and avian influenza.
At present, JSI is seeking for candidates to fill the positions below:
POST TITLE: Director Monitoring and Evaluation (M and E)
SUMMARY: The Director, Monitoring and Evaluation will provide overall leadership for M and E activities for all projects under management by JSI in Nigeria and will report to the Chief of Party.
LOCATION: This is a full-time position based at JSI Nigeria headquarters in Abuja but will require up to 40% domestic travel.
REQUIREMENTS:
Applicants must possess the following minimum qualifications.
1. An advanced clinical degree or Masters Degree in Public Health, Pharmacy, Logistics Management, Business Administration, Social Sciences or related field of study.
2. Three years of professional experience in health programs, preferably in healthcare supply chain management
3. Proven experience in managing public health programs or projects in Nigeria or similar environment
4. Demonstrated ability to monitor, supervise, and train in health service programs Extensive knowledge of the Nigeria public health sector.
5. Strong analytical and problem solving skills
6. Excellent technical writing and oral presentation
7. Proven ability to work in a professional manner and as part of a collaborative team Knowledge of Microsoft Office, including Word. Excel, and PowerPoint
ADDITIONAL REQUIREMENTS:
Applicants for the M&E Director must also possess the following minimum qualifications:
1. Attendance in any on core areas of logistics,
2. Minimum of seven (7) years of professional experience in monitoring health programs, including aspect of health care supply chain management,
3. Specific experience in HIV/AIDS, RH, TB, or Malaria programs strongly desired Proven experience in designing Monitoring and Evaluation systems for public health programs, projects in Nigeria or logistics services,
4. Previous senior management: experience preferred,
5. Proficiency in database software packages (e.g SFSS,.EPl INFO, etc.),
6. Previous experience working on US AID funded contracts or grants is a plus,
RESPONSIBILITIES:
1. Provide overall technical direction for M&E activities in the organization,
2. Provide input to strategic planning activities, work plan development and reviews,
3. Lead the development and implementation of a work plan for JSI M&E activities in other JSI staff and partners,
4. Coordinate all routine M&E activities to enable results-based decision-making and to improve organizational performance (e,g, development of indicators, revision of data collection tools, updating of performance management plans, collection of data, preparation of reports, coordination of management activities, conduct of root cause analysis, institutionalization of management tools enable tracking of progress towards results, participation in the development and review of all assessment/survey protocols, participation in assessments, ensuring that M&E findings are followed up and used in decision making, etc),
5. Provide technical leadership to the development of M&E documents and materials Liaise with counterparts in government, development partners, technical agencies, headquarters staff and others as necessary,
6. Provide all data required for routine reports as necessary Participate as appropriate in the preparation of program and technical report,
7. Provide technical feedback using data collected from project activities ant-sources e,g, DHS, etc to track overall progress in achieving program goals and also to improve program activities,
8. Identify capacity building needs of M&E staff as well as for partner organizations and if activities to meet these needs,
9. Make presentation on M&E in focal national and international meetings/workshops,
10. Contribute to identification and development of best practices and success stories for JSl Nigeria’s periodic logistics bulletin and other target audiences i.e. abstracts for conferences, meetings, etc,
11. Development and review of SOW for engagement of technical assistance provider,
12. Work with technical assistance providers to deliver high-quality assistance and to facilitates transfer of skills to appropriate local staff,
13. Any other duties as assigned by the chief of Party.
SUMMARY:
1. This position will be responsible for supporting JSI’S USAID /Deliver Project logistics technical assistance activities related to contraceptives/family planning, Tuberculosis and Leprosy (TBL).
2. The work will be undertake in collaboration with partners at the Federal and State levels as well as multilateral, bilateral and NGO organizations.

RESPONSIBILITIES:
1. Help ‘implement work plan activities for USAID DELIVER PROJECT TBL system strengthening efforts,
2. Support the establishment and routine meetings of procurement and supply management coordination working groups and committees for reproductive health and TBL commodities,
3. Provide technical leadership and support for annual, national quantification and procurement planning of contraceptive and TBL commodities, in collaboration with program stakeholders and partners,
4. Facilitate the design and implementation of assessment and evaluation studies and to analyze and present results to stakeholders,
5. Provide technical input In developing Standard Operative Procedures (SOPs) for routine PSM,
6. Activities for contraceptive TBL commodities, and participate in developing training curricula,
7. In training Federal and state-level program and logistics officers in implementing and monitoring adherence to the SOPs,
8. Provide technical input in developing training curricula and in training federal, state, LGA, and SDP level program and logistics officers In implementing and monitoring adherence to TBL logistics SOPs,
9. Monitor and provide supportive, supervision to the national logistics officers and state level teams as appropriate,
10. Collaborate with other JSI project personnel in harmonization efforts for the logistics systems in the health sector in order to establish a harmonized commodity logistics system including management information system (LMIS),
11. Work closely with JSI Nigeria management on managing relationships and maintaining routine,
