Our client a forward looking State Government in the Niger Delta has mandated us to carry out an executive recruitment exercise to acquire a qualified and high achieving workforce for its Revenue Service. 

The potential candidates will be obligated to strengthen the Service, build each Directorate to meet the goals and objectives and ensure consistent achievement of superior results for the Service:

POST TITLE:   Head, Administration/Procurement 


REF. No: HPA/021

JOB RESPONSIBILITIES:
  • Establish and implement the administrative processes and procedure manual
  • Prepare the procurement programs for all departments,
  • Prepare bid documents and assist Pre-qualification bids and Awards committee in the conduct of bidding and evaluation of bids,
  • Undertake actual procurement activities involving canvassing negotiation with suppliers and placing  of orders,
  • Prepare/process original or renewal of contract of lease,
  • Prepare/process Monthly Reports of Accountability,
  • Take charge of the general maintenance of buildings and facilities within the IRS premises,
  • Oversee the service’s contracting  and procurement processes and ensure compliance with established policies and  procedures.
MINIMUM EDUCATIONAL QUALIFICATIONS & EXPERIENCE:
  • Degree in Accounting, finance, Economics, Management or related disciplines,
  • Minimum of 10 years relevant experience, of which at least 5 should be in management position in large public or private sector or international multilateral institution,
  • Must have a demonstrated hands-on-approach and success in working/leading in a team-based environment,
  • Relevant professional affiliation such as CIPS. CIPM, CNIM or ICAN
  • A second degree, preferably an MBA.
REQUIRED COMPETENCIES:
  •  Experience in setting up an critically reviewing operational performance;  top notch service orientation with demonstrable hand on wok experience in the  service industry, good organizational, leadership and supervisory skills; excellent strategic planning experience; discipline and integrity; result oriented /quality focused disposition; strong communication skills; good IT skills.

POST TITLE: Head, software

JOB RESPONSIBILITIES: 
  • Establish and implement a frame work for the development of software to satisfy and needs of the service,
  • Conduct of feasibility and systems study to identify areas suitable for computerization,
  • Evaluation of the requirements of technical manpower to man the IT systems of the Service at the various locations and preparation of suitable recruitment rules for the appointment of this manpower from within and outside the service,
  • Establishment of the framework identifying the information technology training needs of IT unit personnel and other staff of the service,
  • Development of information technology training plan and programs for IT unit personnel and the general staff of the service,
  • Implementation of the training plan and programs.
MINIMUM EDUCATIONAL QUALIFICATIONS & EXPERIENCE:
  • Degree in Management Information Systems, Computer Science, Statistics or related discipline,
  • Should have at least 5 years of closely related experience, 3 years of which must have been in a responsible administrative or management capacity in the information technology department of  a large public or private sector or international multilateral institution,
  • Must have a demonstrated hand-on approach and success in working/leading in a team-based environment,
  • Additional professional qualification (Cisco, Oracles etc),
  • Second degree, preferably an MBBS.

POST TITLE:   Head, Infrastructure

JOB RESPONSIBILITIES: 
  • Establish and implement a framework for the development, acquisition, optimization and maintenance of information technology infrastructural needs of the Service,
  • Establishment and implementation of a framework for out sourcing IT infrastructure maintenance including the criteria for selection of the preferred bidders,
  • Establishment and implementation of a framework for procurement of IT infrastructure,
  • Establishment and implementation of a framework for out sourcing IT infrastructure maintenance including the criteria for selection of the preferred bidders,
  • Establish and implement the framework for identifying IT infrastructural needs of the various directorates and units of the service,
  • Establish and implement a framework for monitoring the performance of various IT infrastructure of the service,
  • Establish and implement a framework for the periodic monitoring and evaluation of the performance of IT infrastructure maintenance consultants.

POST TITLE:   Head, Systems Support

JOB RESPONSIBILITIES: 
  • Develop and implement a framework to administer support and quickfixes for system related challenges of staff of the service,
  • Build-up, maintain and update data warehouse Establish and implement a strategy for data security and disaster recovery throughout the entire IT system of the service,
  • Establish and implement a system for monitoring and evaluation of the performance of the various frameworks established and implemented,
  • Prepare systems investigation,
  • Request for appropriate fixes and enhancements,
  • Undertake day-to-day computer operations, job streams scheduling and maintenance of computer logs,
  • Generate and circulate to designated recipients system support reports on agreed periodic basis.

POST TITLE:     Head, Legal Tax Payers

JOB RESPONSIBILITIES: 
  • Provide inputs towards establishing the criteria for the identification and segmentation of large tax payers and corporations.
  • Establish and implement the framework for the revision of these criteria from time to time to reflect changes in economic variables
  • Establish and implement framework for capturing and enlarging this basket of tax payers.
  • Establish and implement framework for specialized incentives for this category of tax payers.
  • Facilitate provision of frontline assistance and information for large tax payers/corporations
  • Create and implement robust tax information, education advocacy programs for this category of tax payers
  • Facilitate special process of registering, receiving and processing of refund of excess tax/tax credit, exemptions, etc) from large tax payers/corporations
  • Help such large tax payers and businesses with interpretation of tax laws.
MINIMUM EDUCATIONAL QUALIFICATIONS & EXPERIENCE:
  • Graduate Degree in Marketing, Mass Communications, Law, Accounting, Finance, Economics, Political Science or related discipline,
  • Minimum of 15 years work experience out of which 5 years must be in management position in large public or private sector or international multilateral institution,
  • Must have a demonstrated hands-on approach and success in working/leading in a team-based environment,
  • Master’s degree, preferably an MBA,
  • Membership of a relevant and recognized professional body such as CITN or ICAN.

POST TITLE:   Head, Tax Academy

JOB RESPONSIBILITIES: 
  • In collaboration with the Executive Chairman and Directors of the Service facilitate the engagement of world class consultant for the development of academic framework and broad training curriculum for the tax academy,
  • In collaboration with the Executive Chairman and Directors of the Service procure the services of consultants and contractors for the design and development of a physical master plan of the Academy,
  • In collaboration with the Executive Chairman and Directors of the Service engage contractors for the implementation of the physical master plan,
  • Establish and implement a framework for reviewing and updating the training curriculum of the academy,
  • Planning, organizing and conducting the induction training courses for the probationers as well as organizing in-service training programmes for senior officers of the Department,
  • Ensure on-going, long-term improvement of employees’ skills so that they can fulfil their potential within the Service.
MINIMUM EDUCATIONAL QUALIFICATIONS & EXPERIENCE:
  • Degree in Human Resources Management, industrial Relations or other Business oriented discipline.
  • Minimum of 10 years relevant experience of which at least 5 should be in management position in large public or private sector or international multilateral institution.
  • Must have headed the training department of best practice organization
  • Must have a demonstrated hands-on approach and success in working/leading in a team-based environment
  • Relevant professional affiliation such as CIPM, CNIM, IRLS, CTTN, ICAN, etc.
  • A second degree in a HR related programme, preferably an MBA.

POST TITLE:   Head Training Management Unit

JOB RESPONSIBILITIES:
  • Participate in the reviewing and updating of training curriculum of the academy,
  • Managing the relationship between the academy and faculty members,
  • Assist in planning, organizing and conducting the induction training courses for the probationers as well as organizing in-service training programmes for senior officers of the Department,
  • Facilitate the preparation of course materials, background papers etc, for the courses to be conducted from time to time on the basis of research studies,
  • Coordination of all training programmes of the academy,
  • Handle all training programme logistics,
  • Device individual learning for in-house courses,
  • Evaluate training and development programmes.

POST TITLE:   Internal Auditor

JOB RESPONSIBILITIES:
  • Develop an annual audit using input from the team and stakeholders to identify priorities and resource requirements for the year,
  • Meet with the Directors and Managers to discuss needs and propose audits, to build stakeholder requirements into department plans,
  • Ensure annual audit plans have contingency built in, to provide unexpected audits to clients as they may surface,
  • Oversee and provide quality control for the department’s audits, to ensure departmental mandate and business goals are met and that professional standards are maintained at all times,
  • Ensure final reports are issued with all recommendations agreed and accepted by the audited departments,
  • Develop new methodologies to improve the audit process,
  • Keep abreast of developments in corporate Governance practices and advise the Service accordingly.
MINIMUM EDUCATIONAL QUALIFICATIONS & EXPERIENCE:
  • Degree or HND in Accounting or Finance Related discipline,
  • Minimum of 7 years relevant experience in a large public or private sector or international multilateral institution,
  • Must have a demonstrated hands-on approach and success in working /leading in a team-based environment,
  • Relevant professional affiliation such as ICAN, ANAN, ACCA.

JOB RESPONSIBILITIES: 
  • Drive and coordinate the development a strategic action plan blueprint for the Service,
  • Drive the implementation of the strategic plan blueprint by establishing a robust implementation monitoring framework,
  • In collaboration with each directorate and units reporting directly to the Executive Chairman, establish critical performance indices and parameters for the activities of these directorates and units,
  • Carry out periodic review of performance of the service and the constitutional directorates/units based on the established indices,
  • Continuous update, review and impact analysis of government polices so as to mainstream them into the action plan of the service,
  • Continuous review and improvement of the frame works and operating systems of the unit.
MINIMUM EDUCATIONAL QUALIFICATIONS & EXPERIENCE:
  • Degree in Accounting, Finance, Economics, Management or related discipline,
  • Minimum of 10 years relevant experience, of which at least 5 should be in management position in large public or private sector or international multilateral institution,
