Securities and Exchange Commission (SEC) Jobs: Vacancy for Head of Human Resources


Our client is the Securities and Exchange Commission (SEC), the apex regulator of the capital market in Nigeria. SEC’s mission is to develop and regulate a capital market that is dynamic, fair, transparent and efficient to contribute to the nation’s economic development. Having set some ambitious goals, the Organization is seeking highly motivated and result-oriented professionals to take up various leadership responsibilities:
 
JOB TITLE: Head of Human Resources (ES00580)
 
THE CANDIDATES:

The successful candidate will:
 
1. Reporting to the Executive Commissioner, Finance and Administration, 

2. The successful candidate will be responsible for overseeing the articulation and implementation of the Organization’s HR strategy and ensure alignment with overall corporate/business strategy, goals and objectives. 

3. He/she will facilitate the development of an optimal human resource management framework/ system to enhance the Organizations’ human resource management capability and its value proposition in the labour market. 

Specifically, the candidate will:
 
1. Develop and implement a comprehensive people strategy and operating plans and ensure alignment with the Organization’s corporate strategy and key objectives,
 
2. Direct and account for all matters concerning employment and contract issues to ensure that corporate liabilities are managed and there is compliance with relevant laws,
 
3. Work collaboratively with executive management and departmental heads to determine key performance requirements, develop people within the business units, ensure delivery of prioritised, tailored and focused HR interventions that add value and meet business objectives,
 
4. Communicate human resources strategy and operating plan to other functional areas to ensure understanding and commitment,
 
5. Provide strong leadership to enable effective delivery of HR strategy across the Organization,
 
6. Design and implement training strategy, operating plans and infrastructure to ensure that training and career development needs are identified and appropriate training and development interventions are delivered to drive performance across the Organization,
 
7. Develop and provide guidance to executive management in the implementation of effective succession planning system.

REQUIREMENTS:
 
1. A good first degree in Human Resources, Social Science or Industrial Relations from a reputable institution. 

2. A relevant postgraduate degree will be an advantage.
 
3. Membership of relevant professional bodies such as CIPD, SHRM, and CIPM is desirable.
 
4. Minimum of fifteen (15) years’ post-qualification experience in a reputable public or private sector organization with at least five (5) years’ at senior management level.
 
5. In-depth knowledge and understanding of HRM strategies, systems and leading practices in the areas of recruitment, manpower planning and development career management and performance management.
 
6. Knowledge of IT-based HR systems such as Human Resources Information Systems (HRIS), e-recruitment and learning management system.
 
7. Good knowledge of corporate strategy.
 
PERSONAL SKILLS:
 
In addition, eligible candidates for this position must possess

1. Strong interpersonal, communication and influencing skills in both formal and informal settings with key stakeholders,
 
2. Excellent leadership, planning and organization, as well as people management skills,
 
3. Excellent relationship management and strategic networking skills at the highest level in both private and public sectors,
 
4. High sense of responsibility, accountability and dependability,
 
5. Proficiency in the use of computer applications.
